- 1juris doctor or bachelor of laws or equivalent with substantial primary-law research experience; active bar membership is a plus.
- 2At least five years of professional legal research experience.

- 4Experience interpreting statutes, regulations, and case law, including holdings versus dicta and procedural posture relevance.
